Problem

IEC 62368-3:2017 refers to IEC 62368-1:2014 (2nd ed), but National Committees want to also use it with IEC 62368-1:2018.

Decision

With the publication of IEC 62368-1:2018 (3rd Edition), National Committees have noted that other parts of IEC 62368, specifically IEC 62368-3:2017, refer to IEC 62368-1:2014. The reference problem was created when IEC 62368-3:2017 was published more than 10 months before the latest base standard, IEC 62368-1:2018 (3rd Edition), was published. As a result of the publication timing, IEC 62368-3:2017 contains a requirement that it be used in conjunction with IEC 62368-1:2014 (2nd Edition). IEC 62368-1:2014 is cited directly in the scope and requirements clauses, and as a dated and normative reference in Clause 2 - Normative references. IEC/TC 108 has discussed the reference questions and agrees that IEC 62368-3:2017 can be used in conjunction with either the 2014 2nd Edition or the 2018 3rd Edition of IEC 62368-1. This is a reasonable interim conclusion given the close alignment of both IEC 62368-1 editions in structure, definitions and requirements that influence the application of IEC 62368-3. Going forward, IEC/TC 108 has no plans to update or modify IEC 62368-3:2017. Instead, we are preparing new work to replace IEC 62368-3:2017 with a pair of new group safety publications. This new work is expected to commence formally in 2020 and will be addressing the normative references as part of that work.
